Supporting the MoH to Assess the Palestinian Health System
One of the project’s priorities is to support the MoH in implementing reforms needed for quality, sustainability, and equity in the health sector. To initiate this process, the Project supported the MoH in conducting a rapid and comprehensive needs assessment of the health sector. The purpose of the MoH Needs Assessment (pdf, 379kb) was to identify the strengths and weaknesses of the health system, and prioritize areas for intervention that complement the Palestinian National Strategic Health Plan. The assessment will inform project activities in the form of institutional development plans that will ensure alignment with the MoH’s national strategic objectives for health sector reform. Facilitating the MoH's Strategic Planning Process
The results of the MoH Needs Assessment (pdf, 379kb) were organized into 18 priority areas for reform. The MoH team used these priority areas as the basis for drafting a comprehensive Institutional Development Plan (IDP) (pdf, 629kb) for Palestinian health sector reform and development. The IDP translates the recommendations of the needs assessment into implementable action to be managed by the MoH. It also serves as a reference of all the priority areas that the Flagship Project will focus on during the lifetime of the project and can be a useful tool for donor coordination as well. By supporting the Palestinian Ministry of Health to assess the public health sector for reform and development, the Flagship Project was able to build political will and ownership for far-reaching reforms and strengthen the Ministry’s capacity to plan effective and sustainable interventions.
